The reason that we recommend this is that some steps have soft dependencies on previous steps. For example, it's not an absolute requirement for you to create Groups before you send messages. But, if you don't, you can only send messages to individuals or Everyone. Creating groups allows you to send more segmented messages with greater flexibility.
